A practical guide to understanding what Ofgem really wants and how to build a winning response.

Start with the Bigger Picture

When I look at this tender, the first thing that strikes me is the scale of change Ofgem anticipates.

This isn't just about regulatory frameworks.

It's about the future of the energy sector.

Ofgem wants to understand how "enhanced data, digital, Intelligent Oversight and AI-enabled capabilities" can shape the evolution of network price controls beyond 2031.

That's a pretty wide remit.

But remember, the focus is strategic insight, not detailed design.

You're helping Ofgem see the road ahead, not planning every step.

The Real Question Isn't About RIIO

Sure, the RIIO model is mentioned.

But Ofgem isn't looking to rehash what's already been done.

They're looking for fresh perspectives.

What has changed since the Future Systems and Network Regulation (FSNR) review?

How do these changes affect the regulatory landscape?

If I were crafting a response, I'd delve into how recent developments in technology and energy demand create new possibilities.

It's about moving beyond what's known.

Think About What Changed

The energy sector is evolving rapidly.

Electrification, AI, strategic system planning.

Ofgem wants to know how these factors change the game.

If I were evaluating bids, I'd look for an analysis that shows a deep understanding of these shifts.

And not just what's possible.

But what's feasible and sustainable.

Pay Attention to What They Say

Ofgem makes it clear: this is about "independent expert analysis".

They want an outsider's view to challenge their thinking.

They're not obliged to accept the lowest price.

That tells me expertise and insight are valued over cost.

Quality insights are what will set you apart.

Don't Just List Options. Evaluate Them.

Ofgem wants a list of potential future framework options.

But they need more than a list.

They need an assessment of each option's strengths, weaknesses, risks and opportunities.

If I were writing this tender, I'd focus on evidence.

Case studies, data analyses, expert opinions.

Show why your options are worth exploring.

Evidence Always Beats Promises

One thing I noticed in my public sector days was how many bidders promised the earth.

But very few backed it up.

If you have evidence, use it.

  • Case studies from similar regulatory shifts
  • Data showing the impact of technological advancements
  • Expert endorsements or publications

Concrete evidence will set you apart.

Consider the Long-Term Implications

This isn't just about 2031.

It's about setting a foundation for decades to come.

Show how your recommendations align with long-term goals like Net Zero.

How do they ensure affordable bills and resilient networks?

Think big.

One Thing I'd Keep Reminding Myself

This is about people.

Affordable energy bills.

Reliable service.

Effective delivery of Net Zero objectives.

Every recommendation should be tested against these real-world impacts.

Are you making life better for the consumer?

Common mistakes

Avoid submissions that:

  • Simply rehash the FSNR review without adding new insights
  • Focus too heavily on technical jargon without clarity
  • Lack evidence to support proposed options
  • Ignore recent changes in technology and market dynamics
  • Overlook the importance of strategic insight over detailed design
  • Fail to consider the long-term impact on Net Zero goals
  • Provide generic recommendations that lack specificity
  • Underestimate the importance of regulatory capabilities

My Final Thoughts

Ofgem is looking for strategic insight to shape the future of energy regulation.

It's not a task they take lightly.

With a contract valued at £166,667 and a term running from October 2026 to January 2027, they are investing in deep, forward-thinking expertise.

And the fact they can extend to April 2027 means they value flexibility.

Quality insights matter here.

The written submission is your chance to demonstrate you're the partner they need to navigate this evolving landscape.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
