A practical guide to understanding what the buyer really wants and how to build a winning response.

The framework isn't just about technology

Ordnance Survey is looking for more than just technical expertise.

They want partners who can help transform their business.

This isn't just about providing technology and data services.

It's about supporting OS in achieving its strategic objectives and maintaining operational efficiency.

The framework covers a wide range of services, from software engineering and geospatial applications to AI and testing services. It's divided into four lots and suppliers can bid for one or more.

Think about the strategic role you'll play

Yes, the work involves providing technical services.

But OS is looking for suppliers who understand their strategic goals.

They want to enhance their delivery capability, service resilience and organisational agility.

If I were writing this tender, I'd focus on how my services contribute to these broader objectives.

Don't overlook the importance of flexibility

A key theme in this framework is flexibility.

OS needs suppliers who can adapt to changes in demand, technology and business needs.

This isn't just about having the right skills.

It's about being able to pivot and respond to new challenges and opportunities.

I'd make sure my submission emphasises how my team can provide that flexibility.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver cutting-edge solutions.

Very few proved it.

If you have evidence of successful projects, use it.

Showcase your experience with:

  • Delivering complex technology solutions
  • Adapting to changing project requirements
  • Collaborating effectively with stakeholders
  • Meeting tight deadlines without compromising quality

Pay attention to what they say

Ordnance Survey is clear about their requirements.

They need suppliers who can deliver "continuous delivery, improvement and optimisation of services."

This tells me they're looking for ongoing innovation and enhancement.

It's not just a one-off project.

If I were evaluating bids, I'd want to see plans for maintaining and improving service quality over the framework's duration.

Remember the end users

At the heart of this framework are the people who rely on OS's services.

Think about the users who depend on accurate geospatial data and reliable technology.

Your solutions need to make their lives easier.

That's what OS is ultimately buying.

Don't spread yourself too thin

The framework is divided into four lots.

Geospatial Applications, General Software Development, General Testing Services and AI Services.

Suppliers can bid for one or more, but be realistic about your strengths.

Focus on the areas where you genuinely excel.

OS is likely to appreciate depth over breadth.

The value of collaboration

OS expects suppliers to work collaboratively with their team and other stakeholders.

This isn't just about delivering a service.

It's about building a partnership.

Demonstrate how you'll foster strong working relationships and integrate seamlessly with their processes.

Common mistakes

Avoid submissions that:

  • Focus only on technical capabilities without addressing strategic alignment
  • Fail to provide evidence of past success in similar projects
  • Overpromise flexibility without detailing how it's achieved
  • Bid for all lots without the capacity to deliver on each
  • Neglect the importance of collaboration with OS and stakeholders
  • Ignore the need for ongoing service improvement and optimisation

My Final Thoughts

Ordnance Survey isn't just buying technology services.

They're looking for partners to support their strategic transformation.

With a framework valued at £8,000,000 and spanning from 2027 to 2030, the stakes are high.

Quality will carry significant weight in the evaluation process.

Focus on how your submission can demonstrate strategic alignment, evidence of past success and the flexibility OS is looking for.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
