A practical guide to understanding what the buyer really wants and how to build a winning response.

Remember it's more than just AI

When I look at this tender, the first thing that stands out is that it's not just about delivering AI solutions.

It's about understanding local government needs and aligning with the LGA's objectives.

Yes, you're providing AI expertise, but you're also expected to bring in research capability and practical content delivery skills.

The contract is for a partner who can work closely with the LGA to achieve pre-agreed programme objectives by 31 March 2027.

Think about the councils

The end users here are local councils.

They're looking for solutions that are practical and responsive to their needs.

If I were evaluating bids, I'd want to see evidence that you understand the challenges councils face and how AI can help address those.

It's not just about the technology. It's about how that technology can make a difference for councils.

Don't just promise expertise, prove it

Every bidder will claim they have the necessary AI expertise.

Few will prove it.

If you have case studies or examples where you've successfully implemented AI solutions in a local government context, this is where they should shine.

Evidence always beats promises:

  • Case studies of previous similar projects
  • Client testimonials
  • Measurable outcomes from past work
  • Certifications or awards in AI

Pay attention to what they say

The IDeA is clear about wanting a "multi-disciplinary delivery partner".

That means not just AI, but research, content delivery and local government knowledge too.

They've also mentioned their role in providing direction and convening stakeholders.

If I were writing this tender, I'd make sure to highlight how my team can work collaboratively with the LGA and other stakeholders.

Show how you'll make life easier for the LGA

Every partnership project like this creates work for the client.

The best partners reduce that workload.

Explain how your management processes make life easier for the LGA.

How will you ensure alignment with existing priorities?

How will you communicate effectively with stakeholders?

Keep the end date in mind

Remember, the LGA wants all objectives met by 31 March 2027.

But there's an option to extend to 30 June 2027.

That shows flexibility, but also a need for clear planning and deliverables.

Detail your timeline and how you'll meet the deadlines.

Show contingency plans for any potential delays.

Think about the whole term

Consistency is key.

It's not just about starting strong, but maintaining standards throughout the contract term.

Address how you handle challenges like staff changes or unexpected issues.

I'd want to see a robust plan for maintaining quality and meeting objectives over the entire period.

One thing I'd keep reminding myself

This isn't just an AI project.

It's about delivering value to local councils through collaboration with the LGA.

Ask yourself, "How does this help councils?"

That's the lens through which every proposal section should be viewed.

Common mistakes

Avoid submissions that:

  • Focus solely on AI without addressing local government context
  • Fail to provide evidence of past successes
  • Ignore the LGA's role and how you'll work with them
  • Lack a clear project timeline and contingency plans
  • Overlook the importance of stakeholder engagement
  • Assume the LGA will handle all communication and direction
  • Don't address how you'll maintain standards over the contract term

My Final Thoughts

What the IDeA really wants is a delivery partner who understands both AI and the intricacies of local government.

With a value of £100,000 and a duration from 21 October 2026 to 31 March 2027, possibly extending to June, the emphasis is on quality and strategic delivery over price.

Quality is what will set you apart.

The buyer is looking for a partner who can work seamlessly with the LGA to achieve real outcomes for councils.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
