A practical guide to understanding what the buyer really wants and how to build a winning response.

The real focus isn't just the beds

When I look at this contract, I see a focus beyond just providing Tier 4 beds.

Yes, the beds are important.

But what the Avon and Wiltshire Mental Health Partnership NHS Trust really needs is a comprehensive service that supports young people with complex mental health needs in the BNSSG area.

It's about delivering care that makes a difference in their lives.

The contract covers the provision of CAMHs Tier 4 beds and associated services for a period of two years, with the possibility of extending to four.

Think about the young people and their families

These services aren't just about the patients.

They're about their families too.

Families are often under immense stress when a child needs inpatient care.

You'll need to show how your approach supports both the young person and their family throughout the care process.

If I were writing this tender, I'd emphasise how my service provides holistic support.

Don't just promise quality. Prove it.

Everyone will talk about high-quality care.

But the Trust will be looking for evidence.

Real proof that you can deliver what you promise.

Consider including:

  • Case studies of similar services you've provided
  • Testimonials from families and patients
  • Outcome statistics from previous contracts
  • Details of any quality accreditations or awards

Evidence always beats promises.

Pay attention to what they say

The Trust spells out that quality matters.

They've set a contract value of £4,000,000, indicating a significant investment.

This tells me they're looking for value over cost-cutting.

They're not obliged to accept the lowest price.

So, focus on demonstrating value for money through quality and outcomes.

Show how you'll maintain standards over the whole term

Consistency is key.

It's not just about starting strong.

It's about maintaining high standards throughout the contract duration.

Think about:

  • Staff training and development
  • Regular performance reviews
  • How you'll manage staff absence or turnover
  • Procedures for continuous improvement

That's what I'd focus on.

Remember the local context

The BNSSG area has its own unique challenges and needs.

Understanding the local community and healthcare landscape is crucial.

Show how your services are tailored to meet these specific needs.

This will set you apart from bidders who offer generic solutions.

One thing I'd keep reminding myself

At the heart of this tender are young people and families in need.

I'd keep asking myself:

"How does this benefit the young person?"

Every decision, every answer should revolve around that question.

Common mistakes

Avoid submissions that:

  • Focus solely on bed provision without detailing associated services
  • Lack evidence of quality and outcomes
  • Ignore the importance of family support
  • Offer generic solutions not tailored to BNSSG
  • Fail to address how standards will be maintained long-term
  • Overlook the need for value rather than lowest cost
  • Neglect to prove understanding of local healthcare needs
  • Miss the chance to demonstrate value for money

My Final Thoughts

This contract is more than just about beds.

It's about providing a holistic service that supports young people and their families in a challenging time.

With a value of £4,000,000 and a focus on quality, your written submission needs to show how you offer value through comprehensive, consistent care.

That's the key to winning this tender.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
