A practical guide to understanding what the buyer really wants and how to build a winning response.

The heart of this tender isn't just services

When you dive into the details, it's clear that the Derry City and Strabane District Council is searching for more than a standard Employee Assistance Programme.

They're seeking a partner to bolster their staff's health and wellbeing.

This isn't just about providing services. It's about fostering resilience and supporting productivity across a workforce of approximately 1,000 employees.

Think about what that means.

The council wants early interventions and improved access to health services.

They want solutions that make a genuine difference in their employees' lives.

Think about the people, not just the process

The employees aren't just names on a spreadsheet.

They're individuals with diverse needs, living and working across Northern Ireland and cross-border areas.

Your response should reflect an understanding of this diversity.

The Council is looking for a provider that acknowledges these differences and offers tailored support.

Consider the variety of challenges these employees face.

Your proposed solutions should demonstrate sensitivity and adaptability to these challenges.

Pay attention to what they say

The Council has been clear about their priorities.

They want to see how your solutions will maximise employee utilisation and deliver meaningful wellbeing outcomes.

This means they're looking for evidence of effectiveness.

If I were evaluating bids, I'd be looking for:

  • Real examples of how your service improved employee wellbeing
  • Metrics that demonstrate increased utilisation rates
  • Testimonials or case studies of previous successes

Remember, they aren't just ticking boxes.

They're looking for a provider who can make a real impact.

Don't focus only on the obvious benefits

Yes, an EAP can reduce absenteeism and boost productivity.

But the Council is interested in more than just the surface benefits.

They're looking for engagement and resilience.

I'd suggest highlighting how your services engage employees.

Explain how you encourage participation and maintain interest over time.

That's what will set you apart.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to offer excellent services.

Few proved it.

If you have evidence, use it.

For this tender, I'd focus on:

  • Data showing improved health outcomes
  • Examples of successful engagement strategies
  • Feedback from other clients who have seen tangible benefits

Remember the long-term relationship

The contract runs for a year, with the option to extend to 2029.

That's a potential four-year partnership.

Consider how you'll maintain and improve the service over time.

Think about staff turnover, ongoing training and how you'll adapt to new challenges as they arise.

Consistency is key, and the Council will want to know you can deliver it.

One thing I'd keep reminding myself

This tender is about people.

Real people with real needs.

Every part of your submission should reflect that.

I'd ask myself, "How will this benefit the Council's employees?" before finalising any section.

That focus on the human element will resonate with the evaluators.

Common mistakes

Avoid submissions that:

  • Assume a one-size-fits-all approach
  • Ignore employee diversity and cross-border considerations
  • Lack evidence of past successes or measurable outcomes
  • Focus solely on service delivery without engagement strategies
  • Overlook the importance of a seamless user experience
  • Fail to demonstrate how services will remain effective long-term

My Final Thoughts

What Derry City and Strabane District Council is really looking for is a partner in promoting employee wellbeing.

This tender isn't just about meeting a checklist of requirements.

It's about understanding the unique needs of a diverse workforce and providing solutions that truly support their health and resilience.

With a contract value of £21,360 and a focus on quality service delivery, your written submission needs to clearly demonstrate how you'll deliver a high-quality, accessible and cost-effective service.

Quality matters here.

A winning bid will show how you can make life better for their employees.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
