A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about what they're really buying

The Riverside Group isn't just looking for someone to install lifts.

They're looking for a partner who can ensure the safety and reliability of these lifts for years to come.

Yes, the framework covers installations, service, maintenance and repairs.

But the real focus is on delivering consistent quality and compliance with regulations.

That's what I'd concentrate on in your submission.

Remember the framework isn't a guaranteed contract

This framework is a chance to secure a place in a long-term agreement.

It's not a guarantee of work.

You'll be competing in a mini-competition to win a place on the framework.

Once there, you'll have the opportunity to compete for call-off contracts.

So, think about the bigger picture.

Pay attention to what they say

The Riverside Group is clear about the requirements.

They need labour, materials, equipment and services for domestic lifting equipment.

And they emphasise compliance with statutory regulations, manufacturer recommendations and site requirements.

They're serious about safety and standards.

Make sure your bid reflects that.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed they could deliver.

Very few proved it.

If you have evidence of past projects, use it.

  • Previous successful installations
  • Consistent maintenance records
  • Examples of problem-solving in repairs
  • Testimonials from satisfied clients

That's what will make your submission stand out.

Don't spread yourself too thin across lots

This framework is divided into four lots.

Two for installations and two for service, maintenance and repairs, split by geography.

If you can't genuinely deliver across all areas and services, focus on the lots where you can provide the most value.

Better to be strong in one area than overreach and underdeliver.

Consistency is key over the framework's term

The framework runs for three years, with potential extensions bringing it to five.

That's a long time to maintain high standards.

Think about how you will ensure consistency.

  • Reliable staffing and training
  • Regular performance reviews
  • Proactive maintenance schedules

That's what I'd want to see as a buyer.

Show how you'll make life easier for The Riverside Group

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd be explaining how my processes make life easier.

  • Efficient communication channels
  • Quick response times for repairs
  • Transparent reporting and documentation

One thing I'd keep reminding myself

At the heart of this contract are the people who rely on these lifts every day.

Families, the elderly, people with mobility issues.

Every decision impacts their day-to-day lives.

I'd ask myself, "How does this decision benefit them?"

Common mistakes

Avoid submissions that:

  • Ignore the importance of compliance with statutory regulations
  • Overpromise without providing evidence
  • Fail to demonstrate a clear understanding of each lot's requirements
  • Spread resources too thin across all lots
  • Lack a plan for maintaining consistency over time
  • Don't address how you'll reduce the client's workload

My Final Thoughts

The Riverside Group is looking for reliability and compliance.

This framework, valued at £1,805,125, runs from April 2027 to April 2030, with possible extensions to 2032.

That's a significant opportunity.

But remember, quality and reliability will be key.

Winning a place on this framework is the first step.

Ensuring that your submission reflects these priorities will set you up for success in future call-offs.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
