A practical guide to understanding what the buyer really wants and how to build a winning response.

This isn't really a fencing project

Yes, you're installing secure fencing.

But what South London and Maudsley NHS Foundation Trust is really buying is safety and security.

That's the key to this tender.

The project is about more than just putting up barriers; it's about creating a secure environment for the Neuropsychiatric Unit at Bethlem Royal Hospital.

The contract covers the removal of existing timber fencing and the design, supply and installation of new secure fencing and gate systems.

You'll be working with around 41.1 linear metres of 4.0m high Fortress 80 secure fencing, plus pedestrian access gates and privacy screening.

Think about patient safety

Patient safety is paramount.

The fencing needs to have anti-climb features and reduce ligature risks.

These aren't just technical specifications.

They're about protecting vulnerable individuals.

If I were writing this tender, I'd focus on how my solution addresses these safety concerns.

I'd explain how the design and materials contribute to a safe environment.

Remember the hospital environment

Working within a hospital setting brings unique challenges.

You'll need to minimise disruption to patients and staff at all times.

This isn't a typical construction site.

Consider how you'll manage noise, dust and access during the project.

I'd want to see a detailed plan for how you'll work sensitively within the hospital environment.

Delivering consistency over the contract term

The contract runs from 27 October 2026 to 27 October 2029, with an option to extend to 27 October 2031.

Consistency will be key.

How will you maintain high standards throughout?

Think about staffing, quality control and ongoing communication with the Trust.

I'd want to know how you'll handle any issues that arise over the term.

Pay attention to what they say

The Trust is clear about what matters.

"Improving patient safety, site security and boundary control" are their words.

This tells you exactly what's important to them.

Don't just repeat these phrases in your response.

Show how your approach directly addresses these priorities.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder promised to deliver the best solution.

Few backed it up with evidence.

If I were evaluating bids, I'd look for tangible proof.

Consider including:

  • Case studies of similar projects
  • Testimonials from previous clients
  • Data on the performance of your fencing products

Show how you'll make life easier for the Trust

Every project brings challenges.

The best contractors find ways to reduce the client's workload.

How will your approach make things easier for the Trust?

I'd focus on clear communication, regular progress updates and proactive problem-solving.

Don't get distracted by the contract value

£600,000 is a significant figure.

But the value of this contract isn't just financial.

It's about the positive impact on patient safety and site security.

Keep that in mind as you prepare your submission.

Common mistakes

Avoid submissions that:

  • Focus only on the technical specifications of the fencing
  • Neglect the importance of patient safety and site security
  • Fail to address the challenges of working in a hospital environment
  • Overlook the need for evidence to back up claims
  • Underestimate the importance of communication with the Trust
  • Ignore the potential for an extended contract term

My Final Thoughts

This tender is about more than just fencing.

It's about creating a safe and secure environment for vulnerable patients.

The contract is valued at £600,000, running from late 2026 to potentially 2031.

Quality matters here.

The Trust is looking for a solution that prioritises patient safety and site security.

That's what I'd build my submission around.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
