A practical guide to understanding what the buyer really wants and how to build a winning response.

The Real Focus Isn't Just the Surveys

When you first glance at this tender, it's easy to focus solely on the asbestos surveys and air monitoring services.

Yes, those are important.

But Staffordshire County Council is really looking for reliability and compliance.

The framework covers refurbishment and demolition asbestos surveys, management surveys, air monitoring including emergency response, four-stage clearance testing and ad-hoc bulk sampling for asbestos materials.

But what they really want is a partner who can consistently deliver these services to a high standard with the necessary accreditations.

Think About the Importance of Accreditation

One of the key requirements here is UKAS accreditation.

Not just any accreditation.

The organisation undertaking surveys and reinspections must hold UKAS accreditation to ISO/IEC 17020.

And the laboratories must hold UKAS accreditation to ISO/IEC 17025.

This isn't just a tick-box exercise.

The Council is looking for proof that you meet these standards.

Accreditation is more than a legal requirement; it’s a demonstration of quality and reliability.

Winning a Place on the Framework

Remember, this is a framework.

You're competing for a place, not for guaranteed work.

The initial submission is a mini-competition.

Winning a place is the first hurdle.

Once you're on the list, you can compete for call-off contracts.

These are the actual pieces of work awarded over the framework's duration.

Pay Attention to What They Say

The Council has been clear about what they value.

They require UKAS accreditation.

And they’re clear that this is an additional contractual requirement.

This tells me they want to see evidence of your capability and commitment to maintaining these standards.

Your submission should reflect this.

Think About Emergency Response

One of the services they’ve included is emergency response.

This is crucial.

It shows they need a partner who can react quickly and effectively to urgent situations.

I'd address how you manage emergencies.

Staffing.

Procedures.

Communication.

Evidence Always Beats Promises

It’s tempting to make big promises about what you can deliver.

But evidence is what will set you apart.

If you have examples of past work that demonstrate your capability, use them.

  • Case studies showing successful projects
  • Testimonials from satisfied clients
  • Data on past performance and outcomes

Consistency Over the Framework Term

The framework runs from 31 March 2027 to 31 March 2029, with an option to extend to 31 March 2031.

That's a long time.

The Council will want to know you can maintain service levels throughout.

I'd focus on how you ensure consistency.

Staff turnover.

Training.

Quality control.

The Role of Call-Off Contracts

Once on the framework, work is awarded through call-off contracts.

These aren’t guaranteed.

They can be awarded directly or through further competition.

You need to be ready to respond quickly to call-off opportunities.

This means having clear processes and a flexible team.

My Final Thoughts

Staffordshire County Council is looking for more than just a service provider.

They want a partner they can trust over the long term.

With a framework value of £1,600,000 and a potential duration of four years, the Council has made it clear that quality and compliance are paramount.

This isn't just about being the cheapest.

It's about being the most reliable and competent.

Focus on demonstrating your accreditation, your ability to manage emergencies and your commitment to maintaining standards over the entire framework period.

Quality is what they value most.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
