A practical guide to understanding what the buyer really wants and how to build a winning response.

Think beyond the furniture

Yes, the tender is for cafe furniture.

But what Awdurdod Parc Cenedlaethol Eryri is really buying is an experience.

They want visitors to enjoy their time in the park, even when they're simply sitting down for a coffee.

This isn't just about chairs and tables.

It's about creating a welcoming and durable outdoor environment.

The contract is for high-quality contemporary external cafe furniture, including chairs and matching tables, intended to remain outdoors all year within a publicly accessible outdoor space.

Remember the outdoor setting

This furniture will be outside all year round.

In Wales.

That means it needs to withstand wind, rain and possibly snow.

If I were evaluating bids, I'd be looking for:

  • Materials that resist weathering
  • Designs that won't become unstable in strong winds
  • Surfaces that are easy to clean and maintain

Make sure your response addresses these points.

Pay attention to what they say

The buyer specifies "high quality" and "contemporary" as key attributes.

They're not just looking for any outdoor furniture.

They're looking for pieces that meet a certain standard and aesthetic.

"High quality" suggests durability and robustness.

"Contemporary" implies a modern design that fits the park's image.

I'd make sure my submission clearly demonstrates both these elements.

Don't assume the lowest price will win

With a contract value of £12,000, it might be tempting to think the cheapest offer will win.

But quality is mentioned first in the tender title.

That tells me it's a priority.

Focus on proving the value of your product rather than just the price.

Evidence always carries more weight than promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed their products were the best.

Few provided evidence.

If you have reviews, case studies or testimonials, use them.

  • Photos of your products in similar settings
  • Testimonials from satisfied clients
  • Details of any awards or recognitions for quality or design

This evidence will support your claims and differentiate your bid.

Consistency is key

This furniture needs to last through all seasons.

So, consider how you will ensure its durability and maintain its appearance over time.

Will you offer a maintenance plan?

What about guarantees or warranties?

I'd want to see details of how you'll support the client throughout the furniture's lifespan.

Think about the people sitting in those chairs

Ultimately, this furniture is for park visitors.

Consider their needs.

Comfort is crucial, but so is accessibility.

Can everyone easily sit and stand?

Are the tables and chairs suitable for a range of users?

I'd make sure my submission addresses these practicalities.

Common mistakes

Avoid submissions that:

  • Focus solely on price without emphasising quality
  • Ignore the importance of weather-resistant materials
  • Fail to provide evidence of past successes
  • Overlook the need for a contemporary design
  • Neglect to address long-term durability and maintenance
  • Provide generic, non-specific solutions

My Final Thoughts

If I were the buyer, I'd be looking for a supplier who understands the balance between quality and aesthetics, especially in a setting as unique as a national park.

This contract, valued at £12,000 and running from 13 November 2026 to 8 January 2027, is not about the cheapest offer.

It's about delivering furniture that enhances the visitor experience while enduring the Welsh weather.

Quality and design are key, and that's where your written submission should focus.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
