A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about what Karbon Homes really needs

Karbon Homes isn't just looking for someone to fix things.

They're looking for a partner who can keep properties in top condition for years to come.

Yes, the work includes responsive repairs and maintenance. And void property works.

But it's about ensuring residents have safe, comfortable homes every day.

The framework covers properties managed by Graphite Living, a subsidiary of Karbon Homes, across Yorkshire and The Humber. The aim is to appoint experienced contractors who can handle anything from a leaky tap to a full property refurbishment.

This is a framework, not a guaranteed contract

One thing to remember is that this is a framework agreement.

You're competing for a place on the list of approved contractors.

Not a contract to start work immediately.

Winning a place doesn't guarantee any orders.

But it puts you in a strong position to win work through call-offs over the next four to eight years.

That's why your submission needs to stand out.

Pay attention to what they say

Karbon Homes has made it clear that they're looking for "experienced and competent Contractors."

That means your track record matters.

If I were writing this bid, I'd focus on evidence of past successes.

Provide specific examples of similar work you've done.

And explain how you delivered those projects successfully.

Don't just promise quality — prove it

Evidence always carries more weight than promises.

If I were evaluating bids, I'd be looking for:

  • Case studies of past projects
  • Client testimonials or references
  • Performance metrics from similar contracts
  • Accreditation or industry recognition
  • A clear process for quality assurance

Show them you can deliver high standards consistently.

That's what will set you apart.

Consistency over the long term

This framework could last up to eight years.

It's not just about doing a good job once.

It's about maintaining high standards consistently.

I'd want to see how you plan to manage staffing, training and resources to ensure reliable service over time.

Explain your approach to handling absences, recruitment and maintaining quality.

That's the kind of detail that reassures a buyer.

Be ready for further competition

Winning a place on the framework is the first step.

You'll also need to be ready for mini-competitions for each call-off.

I'd suggest preparing a strategy for responding quickly when opportunities arise.

Think about what makes you stand out.

Is it your speed of response? Your pricing? Your past performance?

Whatever it is, have it ready to showcase.

Direct awards — make it easy for them

Sometimes work will be awarded directly without further competition.

Be the supplier they think of first.

Keep your pricing competitive and your profile visible.

Make sure your past performance speaks for itself.

If they know they can trust you, they're more likely to pick you.

Avoid submissions that:

  • Lack evidence of past performance
  • Overpromise without details on how you'll deliver
  • Ignore the long-term nature of the framework
  • Fail to address how you'll handle staffing and resources
  • Don't prepare for further competition
  • Assume a place on the framework guarantees work

My Final Thoughts

Karbon Homes is looking for reliable partners to support their properties and residents.

The framework is valued at £5,000,000, running from 11 January 2027 to 10 January 2031, with the option to extend to 10 January 2033.

Quality is key here.

The written submission is your chance to show you understand the demands of the framework and are ready to deliver consistently.

Good luck.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
