A practical guide to understanding what the buyer really wants and how to build a winning response.

It's about integration, not just services

When you look at this tender from North Kesteven District Council, the word "integration" stands out.

Yes, you're providing resettlement services.

But what the Council is really looking for is a partner who will help people feel truly at home in Lincolnshire.

The contract covers a range of support services for refugees, ensuring they can access advice, information, and practical support.

It's about helping them integrate into the community and access services like health, education, and employment.

Think beyond the basics

Every bidder will talk about providing advice and support.

That's expected.

If I were evaluating bids, I'd be looking for who can offer more.

Consider how you can ensure refugees feel part of the community.

How will you help them navigate and use local services?

These are the areas where you can differentiate your offer.

Show you understand the journey

The Council wants a provider with a "passion and understanding of the journey refugees take."

This isn't just about ticking boxes.

It's about empathy.

Think about how your team will connect with individuals on a personal level.

Share stories or examples of similar work you've done.

Show that you understand the challenges and can offer tailored support.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver excellent service.

Very few proved it.

In this tender, evidence will carry more weight than ambitious promises.

  • Provide case studies of past success
  • Show statistics on positive outcomes
  • Include testimonials from service users
  • Offer clear plans for monitoring success

Pay attention to what they mention twice

The tender emphasises the need for "flexible, informed and culturally aware services."

This isn't just a side note.

It's a key requirement.

Explain how your team will deliver culturally sensitive support.

How will you train your staff in cultural awareness?

What processes will you have in place to adapt to changing needs?

Don't underestimate the rural context

Lincolnshire is a rural county.

This affects how services are delivered.

Think about transport issues, access to remote areas, and how you can ensure consistency across the district.

Show that you've considered these challenges and have practical solutions.

Focus on consistency over the whole term

This contract runs for two years with an extension option.

Consistency is crucial.

I'd want to know how you plan to maintain high standards throughout the contract term.

Consider staffing.

How will you handle absence or turnover?

What systems will ensure continuity and consistent quality?

One thing I'd keep reminding myself

At the heart of this tender are people.

People who've left everything behind to find safety.

If I were writing this bid, I'd keep asking myself one question:

"How will what I'm proposing help individuals feel safe, welcome and integrated?"

That's the test every answer should pass.

Common mistakes

Avoid submissions that:

  • Focus solely on the mechanics of service delivery
  • Lack evidence of past success or positive outcomes
  • Fail to address cultural awareness and sensitivity
  • Ignore the challenges of delivering in a rural area
  • Don't include a clear plan for maintaining consistency
  • Overlook the importance of community integration
  • Use generic language without tailoring to this specific contract

My Final Thoughts

North Kesteven District Council is looking for more than just a service provider.

They're seeking a partner who shares their passion for helping refugees build a new life.

The contract is valued at £1,500,000 and runs from 1 October 2026 to 30 September 2028, with a possible extension to 2029.

Quality is weighted at 70%, so your written submission is critical.

Focus on integration, empathy, and evidence.

That's what will set you apart.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
