A practical guide to understanding what Platform Housing really wants and how to build a winning response.

Don't just think EPCs. Think compliance and future-proofing.

This isn't just about conducting EPC assessments. It's about ensuring compliance with current regulations and preparing for the HEM legislation.

Platform Housing Limited needs a partner who can adapt to these evolving standards seamlessly.

The contract covers three geographic areas across the Midlands, split into three lots. Each lot handles EPC assessments in specific regions, with priorities for completion before and after October 2027.

Remember, this isn't just about the numbers. It's about understanding and adapting to new regulations before they hit.

Why the local touch matters

Each lot corresponds to a specific locality.

Severn, Tame and Witham areas have their own unique challenges and characteristics.

If I were evaluating bids, I'd want to see how well you understand the specific needs and challenges of the locality you're bidding for.

Show how your local knowledge and presence can make a difference.

It's not just about logistics. It's about building trust with local teams and residents.

Pay attention to what they say

The tender documents make it clear: compliance with current and future regulations is crucial.

Platform Housing doesn't just want assessments. They want them done to the highest standard, in line with both current and forthcoming regulations.

Quality is key here.

They've also divided the work into priorities, with Priority 1 needing completion before October 2027. This means they're looking for efficiency and the ability to manage time-sensitive projects.

That's what I'd focus on in my submission.

One size doesn't fit all

This isn't a one-size-fits-all contract. With three separate lots, each evaluated independently, your approach needs to be tailored to the specific lot you're bidding for.

Whether it's Severn, Tame or Witham, tailor your bid to the local context and specific priorities.

Talk about how you'll manage the work flow and resources to meet the deadlines for Priority 1 and Priority 2.

Evidence always beats promises

It's easy to say you'll meet the standards and deadlines. But can you prove it?

Platform Housing will be looking for evidence of past performance and compliance.

If you've completed similar projects, include:

  • Case studies of previous EPC assessments
  • Testimonials from past clients
  • Proof of meeting deadlines under similar conditions
  • Any awards or recognitions for quality and compliance

Evidence always carries more weight than promises.

The challenge of consistency

Maintaining high standards over the contract's duration is a challenge.

Platform Housing wants to know that you'll not only start strong but maintain that strength throughout the contract term.

I'd explain how you'll ensure consistent quality and compliance, from the first assessment to the last.

Think about your processes for training, quality assurance and dealing with any unexpected issues.

The reality of a two-year initial term

With a two-year initial term and potential extensions, this contract is an opportunity for a long-term partnership.

But it's not a given. You'll need to demonstrate why you deserve those extensions.

Talk about how you plan to keep improving over the initial term, ensuring that Platform Housing sees the value in extending the contract with you.

One thing I'd keep reminding myself

At the heart of this tender are the residents living in these homes.

Every assessment impacts their comfort and energy efficiency.

I'd keep this at the forefront of my mind when writing.

Ask yourself, "How will my work improve the lives of those living in these homes?"

Common mistakes

Avoid submissions that:

  • Focus solely on the technical aspects of EPCs without considering compliance and future regulations
  • Ignore the specific needs of the locality you're bidding for
  • Lack evidence of past success in similar projects
  • Overlook the importance of timelines, especially for Priority 1
  • Fail to address how you'll maintain quality over the entire contract term
  • Don't demonstrate how you'll handle the transition to HEM standards
  • Neglect the human impact of your work on residents

My Final Thoughts

Platform Housing Limited is looking for more than just EPC assessments.

They're seeking a partner who can navigate current and future regulations with ease, while also understanding the local context.

With a contract value of £240,000 over an initial two-year term and potential extensions to 2030, it's crucial to demonstrate your ability to adapt, comply and deliver consistently.

Quality carries more weight here. That means your written submission should focus on showcasing your expertise, evidence and understanding of local needs.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
