A practical guide to understanding what the buyer really wants and how to build a winning response.

Remember the wider community context

Whenever I look at a tender like this, I think about what the councils are really buying.

Yes, it's about cleaning offices and facilities.

But it's also about supporting the councils' wider goals of sustainability and community empowerment.

If I were writing this tender, I'd focus on how my services help meet these broader objectives.

The contract covers cleaning services for South Hams District Council and West Devon Borough Councils. These areas are rural and coastal, with a strong focus on sustainability and community support.

Think about the people using these spaces

It's easy to get caught up in the mechanics of cleaning.

But remember who the end users are.

Council staff, local residents and visitors will all be using these spaces.

They'll want to know their environment is clean, safe and welcoming.

I'd make sure my bid reflects an understanding of the daily needs and concerns of these users.

Don't underestimate the importance of sustainability

This isn't just about cleaning buildings.

It's about cleaning them in a way that aligns with the council's environmental goals.

South Hams District Council is clear about its emphasis on sustainability.

I'd highlight how my cleaning practices reduce environmental impact and support these aims.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to be the best.

But few provided evidence.

If you have proof of past successes, share it.

  • Client testimonials that emphasise reliability and quality
  • Case studies showing sustainable practices
  • Performance statistics from similar contracts

Pay attention to what they say

The councils have been clear about their priorities.

They focus on "maintaining high-quality services" and emphasise "sustainability, community empowerment and digital inclusion."

I'd ensure my response directly addresses these points.

Show them you're aligned with their vision.

How to maintain standards over the contract term

Consistency is crucial.

Especially over a contract that could extend to 2029.

I'd want to see detailed plans for maintaining service quality throughout.

Include how you'll manage absences, cover during holidays and ensure standards don't slip.

Make life easier for the council

Every contract creates work for the client.

The best suppliers reduce that workload.

If I were writing this tender, I'd explain how my management processes simplify the council's role.

Make it clear how you'll handle issues promptly and efficiently.

Focus on digital inclusion

Digital inclusion might not seem directly related to cleaning.

But it's part of the council's broader goals.

Consider how your operations can integrate digital solutions to streamline processes.

It could be as simple as digital reporting systems or online feedback mechanisms.

Common mistakes

Avoid submissions that:

  • Focus solely on cleaning tasks without addressing sustainability
  • Overlook the importance of community impact
  • Fail to provide evidence of past performance
  • Ignore the council's emphasis on digital inclusion
  • Lack detail on maintaining standards over the contract term
  • Use generic language that doesn't relate to this specific contract
  • Assume the lowest price will win without considering quality

My Final Thoughts

If I were evaluating bids, I'd be looking for a company that understands the unique needs of South Hams and West Devon.

It's not just about cleaning.

It's about contributing to a sustainable and empowered community.

The contract is valued at £150,000, running from March 2027 to March 2028, with the potential to extend to 2029.

Quality is clearly a priority here.

So, I'd ensure my written submission reflects that emphasis.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
