When you look at this tender, it's easy to focus on the catering services themselves.

But if I were evaluating bids, I'd be looking at something more fundamental.

The True Learning Partnership needs a framework that delivers flexibility and value for their schools' diverse needs.

Yes, you're catering for potentially five schools initially.

But this framework is about being able to expand and adapt as other schools within the Trust decide to call off.

It's not just about food.

It's about being a reliable partner who can deliver consistently, even when circumstances change.

The contract covers catering services across the Trust schools, starting in April 2027. It's a framework running until March 2030, with potential extensions up to March 2032.

Think about the people eating the meals

Remember, you're not just serving food.

You're serving students, teachers and staff.

What do they care about?

Nutritious meals, yes, but also a service that fits into the school day without disruption.

If I were writing this tender, I'd focus on how my services enhance the school environment.

How do your meals support students' focus and energy levels?

Can you provide evidence of past successes in similar educational settings?

Don't assume you'll be the only option

This framework allows for up to three contractors.

Schools aren't bound to call off from this framework.

That means they'll go with the supplier who offers the best fit for their specific needs at the time.

So, your submission needs to stand out.

What makes your approach different from your competitors?

How can you demonstrate flexibility and understanding of individual school ethos?

Pay attention to what they say

That's a strong clue.

They're looking for partners who won't let them down due to staffing issues.

So, if I were you, I'd make sure my submission clearly outlines how I manage staffing, including relief cover.

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver excellent service.

Very few proved it.

If you have evidence, use it.

  • Case studies from similar educational settings
  • Testimonials from past clients
  • Data on your service consistency and reliability
  • Examples of how you've adapted services to fit client needs
  • Proof of your local infrastructure and support capabilities

Show your local infrastructure

The Trust wants a "good local infrastructure" to support their needs.

That means they'll be looking for suppliers who can demonstrate a robust local presence.

Can you show that your company has the capacity to support these schools locally?

Do you have the necessary logistics in place to ensure timely delivery and service?

What happens after you're on the framework?

Securing a place on the framework is just the start.

The real work begins with call-offs.

Direct awards will initially set the tone, but further competitions may arise as schools explore their options.

The more you can prove your value, the more likely schools will choose you without needing further competition.

Make sure your pricing is competitive and your service delivery is impeccable.

Remember, it's a long-term game

This framework could run until 2032.

That means consistency over the years will be key.

How will you ensure that your standards don't slip over time?

Think about:

  • Staff training and retention
  • Regular performance reviews
  • Feedback mechanisms with schools
  • Innovation to keep services fresh and relevant

Common mistakes

Avoid submissions that:

  • Focus solely on food quality without addressing flexibility
