A practical guide to understanding what the buyer really wants and how to build a winning response.

Don't Focus Solely on Waste Collection

Yes, this is a contract for waste management services.

But Altus Education Partnership is really looking for a partner who understands the educational environment.

A partner who prioritises minimal disruption to school operations.

The contract covers waste collection for the Trust and future schools joining the Trust.

It's not just about bins and schedules. It's about being a seamless part of their daily life.

Think About the Schools

The schools are at the heart of this contract.

They're not just buildings; they're communities of students, teachers and staff.

Your service must support the smooth running of these educational environments.

Consider the school schedules, term times and special events.

If I were evaluating bids, I'd be looking for how well a bidder understands the demands of a school environment.

Pay Attention to What They Say

The notice doesn't just talk about waste services.

It emphasises the importance of a partnership.

The buyer is clear that they want a contractor who can adapt as new schools join the Trust.

Flexibility is key.

Show how you'll handle changes in volume and service needs as the Trust grows.

Reliability Is Key

Every waste management service can collect rubbish.

What Altus Education Partnership needs is reliability.

Will your team show up on time, every time?

Can you provide evidence of your track record in similar settings?

If I were writing this tender, I'd focus on how my company ensures consistent service delivery.

Evidence Always Beats Promises

One thing I noticed when I worked in the public sector was that promises were easy to make.

But evidence was what made bids stand out.

Provide case studies or testimonials from similar educational settings.

Show how you've handled challenges in the past.

Show How You'll Make Life Easier for the Trust

Your service should reduce the workload for school administrators.

Explain your management processes.

How will you communicate with the schools? How will you handle complaints or issues?

The best contractors are those who make the client's life easier.

Plan for Consistency Over the Contract Term

This isn't a short-term contract.

It's a commitment up to August 2030, with an option to extend to 2032.

How will you maintain high standards over such a long period?

Consider staffing, training and monitoring quality.

I'd want to see exactly what happens when someone calls in sick or during school holidays.

Think Beyond the Waste

Waste management is the service, but the outcome is a clean, efficient and stress-free environment.

How will your service support the educational mission of the schools?

Think about environmental sustainability and how your practices align with the Trust's values.

Common Mistakes

Avoid submissions that:

  • Focus solely on waste collection logistics
  • Overlook the importance of school schedules
  • Fail to provide evidence of past performance
  • Ignore the need for flexibility as the Trust expands
  • Neglect communication plans with school administrators
  • Underestimate the importance of reliability
  • Lack a clear plan for maintaining standards over time

My Final Thoughts

Altus Education Partnership is looking for more than just waste management.

They're seeking a reliable partner who understands the unique needs of schools.

With a contract value of £260,000 and a duration from March 2027 to August 2030, extendable to 2032, there's a significant opportunity here.

Quality and reliability will weigh heavily in their decision.

That's what I'd build my submission around.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
