A practical guide to understanding what the Council really wants and how to build a winning response.

Think about the bigger picture

This tender isn't just about moving glass.

It's about helping West Oxfordshire District Council achieve its environmental goals efficiently and effectively.

Yes, you're dealing with around 1,800 tonnes of glass packaging annually.

But it's the Council's commitment to sustainable waste management that stands out.

The contract includes collection, haulage and recycling, with an option to manage an additional 1,500 tonnes per annum.

That's what I'd focus on.

Don't just promise sustainability. Prove it.

Every bidder will claim to support sustainability.

But the Council will be looking for evidence.

If I were writing this tender, I'd emphasise:

  • How my processes minimise environmental impact
  • Specific past projects where I've improved recycling outcomes
  • Certifications or awards that back up my claims

Evidence always beats promises.

Remember the local context

West Oxfordshire isn't just a map location.

It's a community with specific needs and concerns.

The glass will be collected from a Transfer Station in Witney, managed by the Council’s appointed waste service contractor.

I'd show I understand any local challenges and how I'd work collaboratively with the existing contractor.

Pay attention to what they say

The Council is clear that flexibility is important.

They may require you to handle an extra 1,500 tonnes per annum.

If I were evaluating bids, I'd look for:

  • How bidders plan to scale up operations smoothly
  • Contingency plans for managing increased volumes
  • Cost-effectiveness of the optional element

That's what I'd build my submission around.

Show how you'll make life easier for the Council

Every contract creates work for the client.

The best contractors reduce that workload.

I'd explain how my logistics and communication processes make life easier for the Council.

Highlight how you'll seamlessly integrate with their existing systems and contractors.

Consistency over the whole term

Consistency is key in contracts like this.

It's not just about the first year.

The Council needs assurance that standards will be maintained from January 2027 to January 2029, and potentially up to 2032.

I'd detail my approach to:

  • Staff training and retention
  • Regular performance reviews
  • Handling unexpected challenges like staff shortages or equipment failures

One thing I'd keep reminding myself

This tender is about more than just glass.

It's about community impact and environmental stewardship.

I'd keep asking myself:

"How does my approach benefit the people of West Oxfordshire?"

That perspective can guide every part of your response.

Common mistakes

Avoid submissions that:

  • Focus solely on logistics without addressing environmental impact
  • Lack evidence of past success in similar contracts
  • Ignore the optional element of handling additional tonnage
  • Overlook the importance of integrating with local systems
  • Fail to explain how standards will be maintained over the contract term
  • Neglect to address potential challenges like scalability and resource management

My Final Thoughts

West Oxfordshire District Council is looking for a partner, not just a service provider.

They want a bidder who understands the community and can deliver consistent, sustainable results over the long term.

With the contract valued at £0 but offering the opportunity to manage up to 3,300 tonnes of glass annually, quality will be key.

The Council will be looking for a well-thought-out written submission that demonstrates both capability and commitment to their environmental goals.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
