A practical guide to understanding what the buyer really wants and how to build a winning response.

Don’t just evaluate — demonstrate understanding

This tender isn’t just about evaluating a plan.

It’s about understanding the complex landscape of rights and barriers faced by disabled people in Wales.

The Welsh Government is looking for an evaluation of their Disabled People’s Rights Plan, which was launched to advance the rights of the 670,000 disabled people in Wales.

If I were evaluating bids, I'd be looking for a response that shows a deep understanding of the societal challenges and the Plan's role in addressing them.

The real focus isn't just the numbers

Yes, the plan includes 67 short-term actions.

But the real focus here is on the qualitative insights you can provide.

The Welsh Government wants to know how these actions are being implemented and what can be improved.

If your response is just a list of metrics, it will read like every other bid.

Instead, I'd suggest focusing on the stories behind the data.

Think about the people affected

At the heart of this evaluation are the disabled people in Wales.

They face barriers in employment, education, healthcare and more.

I'd want to see evidence that you can engage with these communities sensitively and effectively.

How will you capture their experiences?

What methodologies will you use to ensure their voices are heard?

Pay attention to what they say

The Welsh Government is clear about needing a "Process Evaluation" to understand implementation and suggest improvements.

This is where you can really stand out.

They want a baseline for an Impact Evaluation too, but your main task is to delve into the processes.

Focus on what works, what doesn’t and why.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that many bidders made grand promises but offered little evidence.

In this tender, evidence will carry significant weight.

Show them:

  • Case studies from similar evaluations you've conducted
  • Your methods for collecting and analysing qualitative data
  • Examples of recommendations you've made that led to real improvements

Consistency over the entire term

This contract may last up to March 2028 if extended.

Consistency is key.

How will you ensure that your evaluation maintains high standards throughout?

Consider factors like staff continuity, data management and regular communication with the Welsh Government.

One thing I'd keep reminding myself

The ultimate aim of this evaluation is to improve the lives of disabled people in Wales.

That's the question I'd keep at the forefront: "How does this help advance their rights?"

Every part of your response should tie back to this.

Common mistakes

Avoid submissions that:

  • Focus solely on quantitative data without qualitative insights
  • Ignore the need for community engagement or fail to explain how you'll achieve it
  • Overlook the importance of process improvement recommendations
  • Fail to demonstrate experience with similar evaluations
  • Do not address how you’ll maintain consistency over the contract duration
  • Lack evidence to support your proposed methodologies

My Final Thoughts

The Welsh Government is commissioning this evaluation to drive meaningful change.

They’re investing £200,000 to understand how their Plan is working and what improvements can be made.

With a focus on quality, they’re not just looking for numbers — they want insights and recommendations.

The value of this contract lies in the quality of the insights you provide, so your written submission should reflect that depth of understanding and expertise.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
