A practical guide to understanding what the buyer really wants and how to build a winning response.

The heart of this framework is people, not processes

Fostering isn't just about providing a roof over a child's head.

It's about creating a nurturing environment where children and young people can thrive.

Scotland Excel is looking for providers who understand this deeply.

The Flexible Framework for Fostering and Continuing Care Services is about supporting local authorities to find family homes for care-experienced children.

This isn't about ticking boxes.

It's about changing lives.

Don't just talk about care — show empathy

Every bidder will mention their commitment to care.

But saying you care isn't enough.

Scotland Excel will want to see how you empathise with the children and young people you will support.

If I were evaluating bids, I'd look for stories.

Examples from your current work.

  • How you've made a difference to a child's life
  • Instances where you've gone above and beyond
  • Feedback from families and children

This is where you can stand out.

Pay attention to what they say

Scotland Excel is clear that this framework is about nurturing family homes.

Their language is intentional.

They want to see that you're not just offering a service, but a home.

A place where children feel safe and valued.

It's critical to align your submission with this vision.

Make sure your answers reflect this emphasis.

Think long-term, not just about winning a place

Securing a spot on this framework isn't the end goal.

It's just the beginning.

Once you're on the framework, you need to be ready for further competitions for call-off contracts.

Think about how you'll maintain your service standards for years.

  • How will you recruit and retain high-quality foster carers?
  • What ongoing support will you provide to carers?
  • How will you handle the challenges of a long-term commitment?

This is what the buyer will be considering.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

Scotland Excel will want to see:

  • Testimonials from carers and local authorities
  • Case studies of successful placements
  • Data showing positive outcomes for children

These prove your capability far more than any promise.

Remember the end users

This isn't about local authorities.

It's about the children and young people who need stable, loving homes.

If I were writing this tender, I'd keep reminding myself of the real-life impact on these young lives.

Every answer should be tested against this question:

"How does this benefit the child?"

Show how you'll make life easier for local authorities

Local authorities are under immense pressure.

They need providers who can make their lives easier, not harder.

Explain how your processes and systems will reduce their workload.

  • Efficient matching processes
  • Clear communication channels
  • Reliable support systems

This is something I think suppliers often overlook.

Consistency is key over the whole term

Delivering consistent quality over six years is a significant challenge.

Scotland Excel will be looking for providers who have the systems in place to maintain standards.

  • How do you manage staff turnover?
  • What training do you offer to ensure best practices?
  • How do you handle emergencies or unexpected situations?

Consistency is the hardest thing to deliver and buyers know it.

Common mistakes

Avoid submissions that:

  • Focus too much on processes and not enough on people
  • Lack evidence of past successes
  • Overlook the importance of long-term commitment
  • Fail to address how you'll support local authorities
  • Ignore the buyer's emphasis on nurturing family homes
  • Offer generic statements without specific examples
  • Underestimate the importance of consistency over six years

My Final Thoughts

Scotland Excel isn't just looking for providers.

They're looking for partners who can truly make a difference in the lives of care-experienced children and young people.

With a framework value of £345 million over 2,160 days, this is a substantial opportunity.

The emphasis is clearly on quality, not just price.

Your written submission should reflect this priority.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
