A practical guide to understanding what the buyer really wants and how to build a winning response.

This isn't just about support. It's about impact.

The Welsh Government isn't just looking for a new service provider for the Wales Hate Support Centre.

They're looking for a partner who understands the profound impact hate crime has on individuals and communities.

The contract isn't simply about providing support and advocacy services.

It's about making a tangible difference in the lives of victims and ensuring community cohesion across Wales.

You'll be delivering this service at a time of significant legislative change, with the Crime and Policing Act 2026 coming into play.

Think about the victims first

Hate crime can have devastating, long-lasting effects.

Fear, anxiety, trauma, isolation and loss of confidence are all too common.

If I were evaluating bids, I'd be looking for how you plan to address these challenges.

Not just in your service delivery, but in your understanding of what victims actually need.

Your response should reflect a deep empathy and practical strategies that can genuinely help victims regain their sense of safety and confidence.

Pay attention to what they say

The Welsh Government has made it clear that this service is essential.

With hate crime incidents rising from 1,809 in 2011-12 to 5,929 in recent years, there's an undeniable demand for effective support.

Your submission should demonstrate how you'll manage this increased demand.

Show them your capacity to scale, your adaptability and your readiness to handle this crucial task.

Evidence always beats promises

Every bidder will promise excellent service delivery.

Very few will prove it.

If you have evidence of successful past projects, use it.

  • Testimonials from service users
  • Case studies showcasing positive outcomes
  • Data demonstrating your impact
  • Awards or recognition in your field

That's what will set your bid apart.

Don't underestimate the training programme

This isn't just a support service.

It's also about raising awareness and preventing hate crime.

The training and engagement programme is a critical component.

How will you educate communities, increase awareness and reduce hate incidents?

I'd suggest you make this a central part of your proposal.

Community engagement is key

Hate crime affects not just the victims, but their families, carers and wider communities.

Community tensions can rise, and cohesion can be damaged.

Your response should include strategies for engaging with these communities.

Consider proactive outreach, community workshops and collaboration with local organisations.

Show how you'll foster understanding and resilience.

Maintaining standards over the whole term

Consistency is crucial.

A contract like this isn't won in the first year — it's maintained over the entire term.

How will you ensure your services remain accessible and effective?

Think about staffing, training and continuous improvement.

I'd want to see exactly what happens when someone calls in sick or if demand spikes unexpectedly.

The legislative landscape is changing

This contract will run through a period of significant legislative change.

The introduction of the Crime and Policing Act 2026 will strengthen hate crime protections.

Your bid should show an understanding of these changes and how you'll adapt to them.

It's not just about compliance — it's about being proactive and prepared.

One thing I'd keep reminding myself

The Welsh Government's commitment to this service is clear.

They want to improve reporting and victim support.

Every part of your bid should be tested against this question: "How does this help victims of hate crime?"

If it doesn't answer that, rethink it.

Common mistakes

Avoid submissions that:

  • Focus solely on service mechanics without addressing victim impact
  • Lack evidence of past success and community impact
  • Underestimate the importance of the training and engagement programme
  • Fail to demonstrate understanding of legislative changes
  • Overlook the need for scalability and adaptability
  • Ignore community engagement and cohesion efforts
  • Provide generic responses rather than tailored, specific strategies

My Final Thoughts

The Welsh Government is looking for a partner who can deliver real, impactful change.

This is about more than just support.

It's about making a difference for individuals and communities affected by hate crime.

With a contract value of £3,660,000 over four years, extendable to eight, there's significant scope here.

Quality is paramount.

If the quality of your service isn't clear and compelling, price won't win it for you.

That's what I'd focus on in your submission.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
