A practical guide to understanding what the buyer really wants and how to build a winning response.

The biggest clue in this tender isn't the support

When I look at this tender, I'm not just seeing a request for support services.

I'm seeing an opportunity to shape the future of carer support in Midlothian.

Midlothian Council isn't looking for someone to just deliver on existing needs.

They're looking for a partner to help develop and deliver the Unpaid Carer Strategy for 2025-28 and beyond.

Yes, the contract covers a range of community-based support services.

But the real goal is to reach carers who are currently underserved and to work collaboratively with other statutory and Third Sector Providers.

That's the mindset you need to adopt.

Think about the people you're supporting

It's easy to get lost in the mechanics of service delivery.

But remember who this is really about.

The carers.

They're juggling multiple roles and often feel isolated or unsupported.

If I were evaluating bids, I'd want to see a real understanding of these challenges.

Show empathy.

Demonstrate how your approach will make a tangible difference in their lives.

Don't just promise collaboration. Prove it.

Midlothian Council is clear about the need for collaboration.

Working with statutory and Third Sector Providers is not optional.

It's a fundamental part of this contract.

Every bidder will claim they can collaborate.

But evidence always beats promises.

  • Provide examples of past collaborative projects
  • Explain how you plan to engage with local partners
  • Show how you'll maintain open lines of communication

Pay attention to what they say

The notice highlights the importance of supporting development and delivery of future strategies.

This isn't just about the present.

It's about shaping the future of carer support in Midlothian.

They're looking for a partner who can adapt and grow with the evolving needs of carers.

Make sure your response reflects this forward-thinking approach.

Show how you'll make life easier for carers

Every service you provide should aim to reduce the burden on carers.

Think about the practicalities.

If I were writing this tender, I'd explain how my services will:

  • Provide respite for carers
  • Offer emotional and practical support
  • Facilitate access to resources and networks

It's about improving their quality of life.

Evidence over promises

One thing I noticed when I worked in the public sector was the gap between what bidders promised and what they delivered.

Midlothian Council will want assurance that you can deliver.

Use evidence to back up your claims.

  • Testimonials from carers you've supported
  • Data showing improved outcomes
  • Case studies demonstrating your impact

Remember the fixed funding

The funding for this contract is fixed over the term.

That means you need to be efficient and innovative in your approach.

Show how you'll maximise the impact of every pound spent.

Think about long-term sustainability and value for money.

Holding standards over the whole term

Consistency is key.

It's not enough to deliver great services at the start.

You need to maintain standards throughout the contract.

I'd want to see a plan for:

  • Regular performance reviews
  • Staff training and retention
  • Continuous improvement processes

Common mistakes

Avoid submissions that:

  • Overlook the need for collaboration with local partners
  • Fail to demonstrate understanding of carers' needs
  • Rely on promises instead of providing evidence
  • Ignore the forward-looking aspect of the strategy
  • Lack a plan for maintaining standards over the contract term
  • Underestimate the importance of value for money

My Final Thoughts

Midlothian Council is looking for a partner, not just a provider.

They're investing in the future of carer support, and they need someone who shares that vision.

With a contract value of £3,720,799, this is a significant commitment.

The focus on collaboration and strategy development means that quality will carry more weight than price.

That's what I'd build my submission around.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
