A practical guide to understanding what the buyer really wants and how to build a winning response.

This isn't just about accommodation

When I first look at this tender, the accommodation aspect seems obvious.

But there's more to it.

Gloucestershire County Council isn't just looking for a place for young people to stay.

They're searching for a partner who can provide a nurturing environment where young people can gain independence and life skills.

The contract covers the delivery of Ofsted-regulated supported accommodation at Trevone House, catering to up to 19 young people aged 16 and over.

Think about the young people's future

It's not just about the present.

This service is about preparing young people for their next stage in life.

The Council wants to see evidence of how you'll help these individuals develop independence and practical life skills.

If I were evaluating bids, I'd be looking for clear plans on how you intend to support these young people in their journey towards independence.

What most bidders might overlook

Many will focus on the basics—accommodation standards, safety protocols and staffing.

But that won't differentiate you.

The Council is looking for a provider who understands the unique needs of young people transitioning to adulthood.

I'd emphasise the tailored support programmes you'll offer.

Outcomes matter more than activities

Don't just list what you'll do.

Focus on the outcomes you aim to achieve.

How will your approach ensure that young people leave Trevone House more prepared for independent living?

That's what I'd build my submission around.

Pay attention to what they say

The Council is clear about the importance of helping young people develop life skills.

They've mentioned Ofsted-regulated services.

This means quality and compliance are non-negotiable.

Your proposal should show how you'll meet these standards consistently.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver excellent support services.

Very few proved it.

If you have evidence, use it.

  • Successful case studies
  • Testimonials from former clients
  • Ofsted ratings
  • Staff qualifications and training

Show how you'll make life easier for the Council

This is something I think suppliers often overlook.

Every contract creates work for the client.

The best contractors reduce that workload.

Explain how your management processes make life easier for the Council and Trevone House's staff.

Hold standards over the whole term

Consistency is key.

If I were writing this tender, I'd detail how I'd maintain high standards over the entire contract duration and potentially up to 2032.

Think about staffing, reviews, training and how you'll handle absences or emergencies.

One thing I'd keep reminding myself

Remember, you're not just providing a service.

You're impacting young lives.

I'd keep asking myself, "Is this proposal truly centred on the young people and their needs?"

Common mistakes

Avoid submissions that:

  • Focus solely on accommodation without addressing life skills
  • Lack evidence or case studies to back up claims
  • Overlook the importance of Ofsted compliance
  • Fail to show a clear plan for maintaining standards over time
  • Ignore the specific needs of young people in transition
  • Don't demonstrate how they'll ease the client's workload
  • Neglect to address emergency and staffing contingencies

My Final Thoughts

Gloucestershire County Council is looking for more than just a provider. They're seeking a partner who can truly support these young people in their transition to independence.

With a contract value of £7,500,000 and a potential term until 2032, there's a significant opportunity here.

Quality and compliance will be critical given the Ofsted regulation, so make sure your written submission reflects that focus.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
