A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about what a community values

When I look at this tender, I see more than just a construction project.

It's about creating a space where families and children feel safe and inspired to play.

Yes, the Council is asking for playground equipment and groundworks at Lion Green.

But what they truly want is a vibrant, durable and safe play area for their community.

That's the heart of this contract.

Don't just focus on equipment

Most bids will dive straight into the equipment they're proposing.

Slides, swings, climbing frames.

All important, of course.

But if I were evaluating bids, I'd be looking for something deeper.

I'd want to know how your design will fit into the community's vision for Lion Green.

How it enhances the area and becomes a cherished part of local life.

Remember the end users

The playground isn't just for children.

It's for parents, carers and community members too.

Think about their experience.

Are there places to sit, paths for access, shade for hot days?

Consider how your design accommodates all users, not just the little ones.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver excellent projects.

Very few proved it.

If you have evidence, use it.

  • Previous successful playground installations
  • Testimonials from satisfied clients
  • Case studies showing your approach and outcomes
  • Awards or recognitions for your work

Evidence shows reliability and builds trust.

Pay attention to what they say

The Council is clear in their requirements.

They need design, supply, installation and associated groundworks.

It's not just about the play equipment.

They want a "safe, durable and compliant play area."

That means compliance with safety standards and durability over time.

Make sure your bid reflects an understanding of these priorities.

Show how you'll manage the project

A playground project involves multiple stages.

Design, site setup, surfacing, foundations and more.

I’d want to see a clear plan for managing these phases.

How will you ensure smooth project delivery?

What systems do you have in place for communication and problem-solving?

Consider the local context

Haslemere isn’t just anywhere.

It’s a specific community with its own character.

Research the area.

Understand its values and how your project can contribute to them.

A playground should feel like it belongs, reflecting the local environment and culture.

Hold standards over the whole term

From December to March, consistency is key.

How will you handle disruptions like weather or supply issues?

What contingencies do you have for maintaining progress?

Reliability throughout the project’s duration is crucial.

Common mistakes

Avoid submissions that:

  • Focus solely on equipment without considering design integration
  • Ignore the need for safety and compliance details
  • Lack evidence of past successful projects
  • Don't address project management and communication strategies
  • Overlook the importance of community engagement
  • Fail to demonstrate understanding of local context
  • Neglect to provide a comprehensive timeline for project delivery

My Final Thoughts

Haslemere Town Council is looking for more than just playground equipment.

They want a trusted partner to create a community asset.

A place that’s safe, welcoming and enduring.

With a project value of £130,000 and a clear focus on quality and compliance, your written submission needs to shine.

This isn't just about price. It's about showing you understand the community's needs and can deliver on them.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
