A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about the play, not just the equipment

This tender isn't just about installing new play equipment.

It's about transforming Ladygrove Park into an engaging and inclusive play destination.

Didcot Town Council is looking for innovative design proposals that make creative use of the park's existing landforms, particularly the underutilised mounds.

The contract covers the design, supply and installation of play equipment with a budget of up to £100,000, subject to additional funding.

Remember the children and their needs

The primary users of this play area are children aged 5 to 11 years.

Your design should cater to their cognitive, physical, social and emotional development.

Think about how your proposal will encourage active and imaginative play.

Children at this age are full of energy and curiosity.

Designs that challenge them physically and mentally will stand out.

Pay attention to what they say

The Council clearly states their preference for UK-sourced equipment.

This isn't just about supporting local businesses.

It's about ensuring parts can be replaced quickly, minimising downtime and keeping the play area safe and operational.

They also emphasise compliance with Playground Regulations EN1176, BS7188 and EN1177.

Meeting these standards is non-negotiable.

Don't overlook the mounds

The existing landscaped mounds are central to this project.

They are currently underutilised and the Council wants them to become vibrant play features.

Think about how you can incorporate tunnels, bridges and slides into these natural structures.

Linking the mounds creatively will create a cohesive and exciting play experience.

Show how you'll make life easier for the Council

Every contract creates work for the client.

The best contractors reduce that workload.

If I were writing this tender, I'd be explaining how my project management will make life easier for the Council.

Detail how you will manage timelines, handle unexpected challenges and ensure smooth communication.

Evidence always beats promises

One thing I noticed when working in the public sector was that almost every bidder promised excellent service.

Very few proved it.

If you have evidence of successful projects, use it.

Include:

  • Testimonials from past clients
  • Case studies of similar projects
  • Photos of completed play areas
  • Awards or industry recognition

Plan for the unexpected

The relocation of the multi-play unit to higher ground is crucial.

Its current location is prone to seasonal flooding.

Your proposal should demonstrate how this move will improve usability and accessibility.

Plan for potential challenges, like ground conditions or weather delays.

Consider the budget and potential enhancements

The current confirmed budget is £40,000.

However, the Council is seeking additional funding to increase this to approximately £100,000.

Your proposal should identify what can be delivered within the confirmed budget and which enhancements could be added with more funding.

Being clear about this will show the Council you're adaptable and forward-thinking.

My Final Thoughts

What Didcot Town Council is really looking for is a partner who can turn Ladygrove Park into an exciting, inclusive play space that meets community needs.

The project value is anticipated to be £100,000, with around £80,000 for new equipment and £20,000 for relocating existing features and adding an accessible see-saw.

Quality seems to be a significant factor here.

This means your written submission should focus on innovative designs and reliable delivery.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
