A practical guide to understanding what the buyer really wants and how to build a winning response.

It's not just about assessments

When I look at this tender, I see something more than just neurodiversity screening assessments.

The University of Salford is looking for a partner that can make a real difference in the lives of their apprentices.

Yes, they're asking for assessments across academic and workplace settings.

But what they really want is a provider who can identify strengths, barriers and support needs and then translate those into actionable support plans.

That's the key.

Think about the apprentices' journey

If I were writing this response, I'd focus on the apprentices' entire journey.

From the first assessment to the ongoing support and adjustments, I'd show how my approach helps each apprentice succeed.

Remember, it's not just about identifying problems.

It's about recognising strengths and helping apprentices leverage them in their learning and work environments.

Address both academic and workplace settings

One thing that stands out in this tender is the emphasis on both academic and workplace settings.

Your response needs to demonstrate how you adapt your assessments to different environments.

I'd want to see examples of how you've successfully navigated these settings before.

Have you worked with academic institutions and industry partners?

Show how you understand the unique challenges and opportunities they present.

Pay attention to what they say

The University is clear that assessments should inform "reasonable adjustments, support planning and, where appropriate, liaison with relevant University and employer contacts."

This isn't just about ticking boxes.

It's about creating a cohesive support network around each apprentice.

I'd emphasise my experience in working collaboratively with multiple stakeholders to implement effective support plans.

Evidence always beats promises

In my years in public procurement, I've seen many bids full of promises but lacking evidence.

This is your chance to stand out.

Provide concrete examples of your success in delivering similar services.

  • Case studies of past projects
  • Testimonials from academic and workplace partners
  • Data showing improved outcomes for apprentices

These will carry more weight than any promise you can make.

Show how you'll make life easier for the University

Every contract should reduce the workload for the client.

I'd explain how my processes streamline communication between the University, employers and apprentices.

How do you ensure timely reporting?

How do you handle any issues that arise?

That's what I'd want to know.

Don't underestimate ongoing support

The duration of this contract is three years, with a possible extension to five.

This isn't just about one-off assessments.

Your proposal should address how you maintain consistency and support over the entire term.

Consider how you manage staff changes, apprentices' progress and any evolving needs.

Consistency is key.

One thing I'd keep reminding myself

Remember, at the heart of this tender are real people.

Apprentices who need understanding, support and opportunities to thrive.

I'd keep asking myself: "How does this benefit the apprentice?"

Every part of your response should be able to answer that question.

Common mistakes

Avoid submissions that:

  • Focus only on assessments without considering ongoing support
  • Lack evidence of past success in similar environments
  • Ignore the need for collaboration with University and employers
  • Present a one-size-fits-all approach without customisation
  • Overpromise without concrete examples or data
  • Fail to address both academic and workplace settings
  • Do not consider the full contract duration and potential extension
  • Neglect to show how they reduce the client's workload

My Final Thoughts

The University of Salford is looking for more than just a service provider.

They want a partner who can support their apprentices' success across both academic and workplace environments.

With a contract value of £918 for an initial three years, extendable to five, every element of your submission needs to demonstrate value and impact.

Remember, quality and the ability to deliver consistent support over time will be key.

Focus on the real outcomes for apprentices, and you'll be in a strong position.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
