A practical guide to understanding what the buyer really wants and how to build a winning response.

Think about the people behind the beds

When you think about what the London Borough of Bexley is really buying, it's not just beds.

It's a safe and supportive environment for young people transitioning to independence.

That's the real service.

The contract covers 16 block bed units of 24/7 supported accommodation and 25 block bed units of floating support accommodation. These must be provided across 8 to 9 properties, with 80% in the Borough of Bexley and the rest within a 6-mile radius.

What young people need

Remember, this isn't just about filling beds.

It's about providing a nurturing environment for young people who need stability and support.

Most bidders will focus on the logistics.

But what the Council will care about is how you'll ensure each young person feels safe, supported and ready for the next step.

Pay attention to what they say

The Council is very clear about location requirements.

80% of beds must be within the Borough and the rest within a 6-mile radius of the Civic Centre, Bexleyheath.

This isn't just a logistical detail.

It's about ensuring young people remain close to their communities and services.

Staffing. Not buildings.

If I were evaluating bids, I'd be looking for more than just a property list.

I'd want to know how you'll staff these units to provide consistent, high-quality support.

For 24/7 supported accommodation, each young person must receive 10 support hours per week.

Floating support accommodation requires 3 support hours per week.

That's a lot of dedicated care.

Evidence over promises

One thing I noticed when I worked in the public sector was the gap between what bidders promise and what they deliver.

Evidence always beats promises.

If you have a track record, show it.

  • Share testimonials from young people you've supported
  • Provide data on outcomes achieved
  • Highlight staff retention rates
  • Offer case studies of successful transitions to independence

Managing consistency over time

This contract runs from January 2027 to December 2029, with an option to extend to 2031.

Maintaining high standards throughout will be vital.

I'd want to see a plan for staff training, retention and support.

How you'll handle absences and ensure continuity of care.

This isn't a short-term gig.

Show how you'll ease the Council's workload

Every contract creates work for the client.

The best providers reduce that workload.

Think about how you can make life easier for the Council.

Perhaps through reliable communication, transparent reporting or proactive problem-solving.

One thing I'd keep reminding myself

At the heart of this tender are young people.

Real individuals with hopes, fears and potential.

I'd frame every part of my bid with one question:

"How does this improve the life of a young person in care?"

Common mistakes

Avoid submissions that:

  • Focus solely on property logistics without addressing support quality
  • Overlook the importance of location and community ties
  • Make vague promises without evidence
  • Neglect to detail staffing plans or support hour allocations
  • Ignore the importance of ongoing staff training and retention
  • Fail to demonstrate understanding of young people's needs
  • Assume the Council will chase for updates or issue resolution
  • Underestimate the need for consistent communication and reporting

My Final Thoughts

The London Borough of Bexley isn't just looking for a provider to fill beds.

They're looking for a partner who can support young people through a critical time in their lives.

This contract is valued at £1,250,000, running initially for three years, with an option to extend to five. Quality and consistency will be your focus, as these are key to maintaining long-term partnerships and ensuring young people's successful transitions to independence.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
