A practical guide to understanding what the buyer really wants and how to build a winning response.

This isn't just about surveys

Yes, the contract involves running surveys.

But what West Northamptonshire Council is really buying is insight.

They want to understand the health and wellbeing of children and young people across the area.

The contract covers designing, mobilising, delivering and analysing three survey waves over five years. You'll be expected to work closely with council commissioners, public health colleagues, business intelligence teams, schools and other partners to ensure the insights are timely and actionable.

Think about the end users

The end users here are children and young people.

But don't forget the schools and council teams who rely on these insights to make decisions.

Your submission should reflect an understanding of how these surveys will impact their planning and policies.

If I were evaluating bids, I'd look for a bidder who recognises this dual audience and tailors their approach accordingly.

Don't just promise data. Deliver insight.

Every bidder will promise to collect data.

But the council is looking for actionable insights.

They need a partner who can turn raw data into something meaningful for strategic decisions.

If I were writing this tender, I'd focus on how I translate survey results into impactful reports and recommendations.

Evidence always beats promises

It's easy to say you'll deliver great insights.

But can you prove it?

Use past project examples where your surveys have led to meaningful changes or informed policy decisions.

Evidence could include:

  • Case studies of similar projects
  • Testimonials from previous clients
  • Examples of reports or insights delivered
  • Metrics showing the impact of your work

Pay attention to what they say

The notice mentions working with "council commissioners, public health colleagues, business intelligence colleagues, schools and other relevant system partners".

This tells me they value collaboration.

Your submission should outline how you plan to engage with these partners throughout the project.

It's not just about collecting data. It's about working together to make that data useful.

Keep an eye on consistency

This contract spans five years with surveys in 2027, 2029 and 2031.

Consistency is crucial.

How will you ensure your methods and quality remain consistent across all three waves?

I'd want to see a clear plan for maintaining standards, dealing with staff changes and ensuring continuity of approach.

Show how you'll work with the Council

The Council wants a partner, not just a provider.

How will you make their lives easier?

Explain your project management processes, communication plans and how you'll handle any issues that arise.

If I were evaluating, I'd be looking for a bidder who can demonstrate a seamless integration into the Council's existing operations.

Common mistakes

Avoid submissions that:

  • Focus solely on the mechanics of survey delivery
  • Fail to address the dual audience of children and council teams
  • Overlook the importance of actionable insights
  • Neglect to provide evidence of past success
  • Ignore the emphasis on collaboration with partners
  • Lack a clear plan for maintaining consistency over five years
  • Present a one-size-fits-all approach without tailoring to the Council's needs

My Final Thoughts

West Northamptonshire Council is looking for more than just data collection.

They want a partner who can deliver meaningful insights that inform policy and improve wellbeing for children and young people.

With a contract value of £75,000 over five years, there's a premium on quality and collaboration. The pricing isn't the primary focus here — it's about the value you add through your insights and partnership.

For me, the 100% quality focus means your written submission is everything.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
