A practical guide to understanding what the buyer really wants and how to build a winning response.

The biggest clue in this tender isn't the playground equipment

When you first look at this tender, it's easy to get caught up in the details of play equipment.

But that's not the real focus here.

Fermanagh and Omagh District Council isn't just buying a play park.

They're investing in a community space that enhances the environment and brings joy to families.

The contract involves removing old surfaces, constructing a solid new sub-base and ensuring proper drainage.

You'll also install play equipment, safety surfacing and possibly seating, picnic benches and bins.

Landscaping and perimeter fencing round out the project.

Think about the families using this space

If I were evaluating bids, I'd want to see how the proposed park will serve the people who will use it.

Families, children and local residents.

They'll want a safe, inviting environment where children can play and adults can relax.

How will your design make them feel welcome?

Don't just promise quality, show it

Most bidders will claim they can deliver high-quality construction.

But the council will be looking for evidence.

Evidence always beats promises.

Consider including:

  • Examples of past projects with similar scope
  • Testimonials from previous clients
  • Details on the durability of the materials you'll use
  • Any certifications or awards your company has earned

Pay attention to what they say

The council has laid out clear requirements.

Site preparation, new sub-base, drainage, play equipment, safety surfacing and more.

They're clear that these elements are crucial.

Don't skim over them.

I'd explain exactly how I plan to meet each requirement.

Remember, this isn't just about construction

Yes, you're building a play park.

But it's also about community engagement and environmental enhancement.

How will your approach to landscaping improve the site?

Will your design encourage community use and gatherings?

Show how you'll manage the project from start to finish

Consistency is key.

From 18 October 2026 to 31 March 2027, the council expects seamless project management.

I'd want to see a detailed timeline with key milestones.

How will you handle unexpected delays?

What happens if equipment deliveries are late?

Highlight your approach to safety

Safety isn't just about the equipment.

It's about the whole site.

Explain your safety protocols for construction.

How will you ensure the site is secure during the work?

Evidence always carries more weight than promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver an excellent service.

Very few proved it.

If you have evidence, use it.

Common mistakes

Avoid submissions that:

  • Overlook the importance of drainage and sub-base preparation
  • Neglect to mention community impact and engagement
  • Fail to provide evidence of past successful projects
  • Ignore the specified duration and timeline for completion
  • Skimp on safety details and protocols
  • Assume standard equipment will suffice without customisation
  • Lack a coherent plan for landscaping and environmental enhancement

My Final Thoughts

The council is clear about what they want: a welcoming, safe and engaging playpark for the community.

This project is valued at £198,000, running from 18 October 2026 to 31 March 2027.

With quality likely a significant factor, your written submission will weigh heavily.

Focus on community impact, evidence of past success and a detailed plan from start to finish.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
