A practical guide to understanding what the buyer really wants and how to build a winning response.

Think beyond equipment

Yes, it's about designing play areas.

But what Wootton Parish Council is really buying is a place where children can play safely and inclusively.

Two new playgrounds, one at Wootton Recreation Ground and the other at Simpson Manor Memorial Ground.

Design, supply and installation of equipment and safety surfacing. Plus, for Lot 1, the removal of the old equipment and installation of perimeter fencing.

That's the surface.

But it's not the heart of it.

Make safety your cornerstone

When working with children's play areas, safety is paramount.

The Council expects compliance with all relevant standards, including BS EN 1176 and BS EN 1177.

If I were evaluating bids, I'd want to see explicit details on how you'll ensure these standards are met.

Talk about safety as a culture, not just a tick-box exercise.

Inclusive play is a non-negotiable

The notice specifically mentions inclusive and accessible play opportunities.

That means thinking about how every child, regardless of ability, can enjoy the playground.

If most bidders miss this, they risk a generic response.

Consider equipment that caters to a range of needs and abilities.

Evidence always beats promises

One thing I noticed when I worked in the public sector was that almost every bidder claimed to deliver excellent service.

Very few proved it.

If you have evidence, use it.

  • Past projects that demonstrate your ability to deliver on time and within budget
  • Testimonials from other councils or schools
  • Safety records and accreditations

Pay attention to what they say

The procurement is divided into two lots.

Lot 1 includes removal of the existing playground and new perimeter fencing, valued at £100,000.

Lot 2 is just the supply and installation, valued at £60,000.

Both lots require design, supply and installation of equipment and safety surfacing.

They are clear that you can bid for one or both lots.

Decide where your strengths lie.

Show how you'll manage the project

Every project needs strong management.

I'd want to know how you'll ensure timelines are met and how you'll handle unexpected issues.

Think about:

  • How you'll manage site logistics and safety
  • Your approach to project management and communication
  • How you'll coordinate with Wootton Parish Council

Maintenance and long-term care

A playground isn't just about the installation.

It's about how it will stand the test of time.

Explain how you'll ensure the playground remains safe and enjoyable for years to come.

Think about maintenance plans and warranties.

One thing I'd keep reminding myself

This isn't just a construction project.

It's about creating spaces where children can play, learn and grow safely.

Everything you propose should tie back to that single purpose.

Common mistakes

Avoid submissions that:

  • Focus solely on equipment without considering safety standards
  • Miss the emphasis on inclusive play opportunities
  • Overlook the project management aspects
  • Fail to provide evidence of past success
  • Ignore the maintenance and long-term care aspect
  • Bid for both lots without clear strengths in both areas

My Final Thoughts

Wootton Parish Council wants playgrounds that are safe, inclusive and accessible.

The contract is worth £160,000 split across two lots, with Lot 1 at £100,000 and Lot 2 at £60,000.

Focus on the quality of play and project management.

Your written submission must reflect this, as that's where the emphasis lies.

Thanks for reading.

I hope this guide has helped make public procurement feel a little less daunting. If it has, then it's done its job.
